Under limited supervision, must be able to develop applications software to meet requirements of BJWSA water and wastewater treatment projects. Must demonstrate human-machine interface (HMI) and computer hardware expertise including but not limited to setting up computer system hardware, networks, configuring SCADA application software, developing custom reports, and conducting HMI training. Must also be proficient in programmable logic controller (PLC) hardware and programming expertise including the development of real-time process monitoring and control, control system implementation and field testing, and conducting PLC training. 


  • Requires a Bachelor of Science in Computer Science or related degree, an Associate Degree in Electronics with five to seven years of experience in SCADA systems, or a High School Diploma with seven to ten years of experience in SCADA systems.
  • Minimum 5 years of experience in HMI application configuration or PLC application programming, preferably in the water & wastewater industry. Must have extensive knowledge and experience with Microsoft operating systems, networks, and HMI configuration software (Wonderware or Intellution).
  • Must have extensive knowledge and experience with PLC hardware and programming software (Allen-Bradley and Modicon).
  • Candidates must possess good communications skills and the ability to work well with others.
  • Must possess a valid driver’s license.

Reports to the Director of Information Technology.

Starting Salary: $1,911.20 to $2,391.20 bi-weekly, depending on qualifications

 Under general supervision, the Training and Development Specialist supports the BJWSA University by organizing, developing, scheduling, coordinating and delivering training programs and activities. The individual will work closely with departments on customizing course curriculum and job aids. Additional duties involve identifying appropriate assessments, training requirements, researching training materials, selecting the most appropriate facilitators, training delivery and scheduling training events. This individual will have the opportunity to interact with community, local, regional, educational, and staff from other utilities. These interactions should be used to identify resources to support BJWSA University by identifying potential trainers and training participants.


  • Bachelor’s degree in Education, Organizational Development, Human Resources, Business or Public Administration, or related field with a minimum of five years’ experience in an Adult Education, Business Training, Instructional Design, Curriculum Development, Human Resources, Business, or a related field or an equivalent combination of education and experience in a fast paced business environment that provides the skills, knowledge and abilities to perform the job functions required.
  • Must have extensive experience with computer applications (Microsoft), desktop publishing software, and possess the ability to operate Authority-specific software.
  • Must possess excellent leadership, analytical, dynamic presentation, verbal and written skills.
  • Prefer experience as a direct or functional manager, while serving as a coach and mentor. Must be able to exercise individual judgment while resolving conflict.       Must have the ability to prioritize work effectively and operate under firm deadlines. Must be comfortable and effective interacting at all levels to include the Board of Directors, Senior Management and hourly employees.
  • Prefer CPLP or PHR certification, but not required. Must obtain a CPLP certification within 3 years.
  • Must possess a valid driver’s license.

Reports to the Human Resources Manager.

Starting Salary: $21.24 per hour plus great benefits package
