The property owner is responsible for all pipes and plumbing on the "customer side" of the water meter. This includes the interior plumbing of the home, the outside irrigation system, and the area where the property's water system connects to the water meter. BJWSA is responsible for pipes on the "street side" of the water meter, including all service lines and water mains extending throughout the community. BJWSA is also responsible for the water meter itself. If you notice a water leak in the street or in the vicinity of your water meter, call our Customer Service Department.
HomeServe
Customer privacy is paramount at BJWSA
In 2015, BJWSA signed an agreement with HomeServe USA to offer optional protection plans for customers’ home exterior water and sewer service lines. Customer information was never provided to HomeServe nor are customer rates impacted by the agreement. The Authority only provided zip codes within the service area to HomeServe.
In exchange for a set-up fee and a 12% commission on any service plans sold, the Authority gave HomeServe USA the right to use the BJWSA logo on mailed advertisements that pertain to water and sewer. The set-up fee and monthly commission payments are placed in a hardship fund to assist needy customers with extenuating circumstances who could be in danger of disconnection of their water and/or sewer services. The United Way of Beaufort County administers the fund.

The Beaufort-Jasper Water and Sewer Authority (BJWSA) has established a system to notify customers with certain serious medical conditions about scheduled water shutdowns. To qualify, your physician must certify that you have a serious medical condition that would be aggravated by the loss of water. Facilities, such as dialysis clinics, may also participate in this program.
To sign up for the Critical Customer Program, please download the Critical Customer Application (PDF), have your doctor fill it out and sign it, and return it to BJWSA.

Public Information Policies
In order to ensure open access, accountability, and timely and appropriate response to everyone, the Board has adopted public information policies regarding information requests and responses, fees, and public record exemptions.

Fee Policies & Rates
Pursuant to Section 30-4-10(b) of the FOIA Act, BJWSA has established fees to recover the direct costs of search, review, and duplications of requested copies.
BJWSA has designated four categories of requesters:
- Commercial
- Educational and non-commercial scientific institutions
- Representatives of the news media
- Other requesters
Fees vary, based on the requester, and include both the cost of reproduction and personnel costs for research and retrieval and any special services that may apply. If the potential costs of processing a request are of concern, you may ask for a cost estimate. We will provide you with an estimate of your fees for processing your request; however, it is often difficult to estimate the costs until a search for the requested documents is actually accomplished.
